Data Policy Toolkit: Implementing the State Blueprint

The Workforce Data Quality Campaign’s (WDQC) 13-point state blueprint for workforce data describes the core components of an aligned, inclusive, workforce-relevant data system. Such components include measuring all students and pathways, counting industry-recognized credentials, assessing employment outcomes, expanding use of labor market information, and ensuring data access and appropriate use.

To help policymakers and advocates implement the Blueprint, WDQC released this policy toolkit, which describes common data challenges — from establishing longitudinal data systems to authorizing data sharing — and provides legislative templates that can provide a basis for new bills or executive orders. The toolkit also draws on state examples to describe blueprint policy strategies in action.
