Jay Menees, Ph.D.

Senior Policy Associate

As a senior policy associate, Jay supports the design and delivery of technical assistance to members, states, and other stakeholders on a wide range of projects and initiatives.

Prior to joining Advance CTE, Jay served as the associate director of institutional research at Northwest Florida State College in Niceville, FL. At the college, he chaired the Return-on-Investment Workgroup which prepared the institution for federal and state policies that assess Career Technical Education (CTE) programs for quality and positive ROI. Jay also worked as a research assistant in the Office of CTE Quality in the Division of Career and Adult Education at the Florida Department of Education. At the department, he worked on the CTE Program Quality Audit, Master Credential List, and Education Meets Opportunity Platform (EMOP).

When not working, Jay enjoys spending time with his wife and son, throwing a round of disc golf, playing chess, cheering on the Carolina Gamecocks, working on his car, and learning about ancient Rome.

Jay grew up in Memphis, Tennessee and now lives in Indianapolis, Indiana. He holds a Bachelor of Arts in Classics from the University of South Carolina, Master of Arts in History from East Carolina University, Master of Public Administration from the University of Georgia, and a Doctor of Philosophy in Higher Education Administration from the University of Florida.
