Jenni Newby, Ph.D.

Jenni Newby is an education leader with more than two decades of experience building clear, practical systems that help all learners transition successfully from high school to college, training, and career. She brings deep expertise across Oregon’s PreK–20 education system, connecting policy to real-world practice through strong relationships, collaborative problem-solving, and a focus on student experience.

Throughout her career, Jenni has led major statewide initiatives, managed multimillion-dollar grant projects, and supported teams in aligning Career Technical Education (CTE) and academic pathways to expand access and opportunity for all learners. She is known for translating complex policy into workable solutions, strengthening cross-agency partnerships, and designing transparent processes that make systems more coherent and effective.

Jenni holds a Ph.D. in Education from Oregon State University, an M.A. in Spanish from Washington State University, and a B.A. in Spanish from Whitman College. Her career includes roles at the Oregon Department of Education, Oregon Office of Community Colleges and Workforce Development, and various community colleges in Oregon including Central Oregon Community College, Mt. Hood Community College, and Portland Community College. 

Jenni has served on numerous statewide committees, councils, and community boards, consistently advocating for responsive practices and student-centered approaches that support the full range of Oregon’s learner populations.
