Competency-based pathways (CBP) allow students to demonstrate knowledge through mastery rather than seat time, which gives states and districts the flexibility to expand Career Technical Education (CTE) programs. While some states have already begun implementing innovative CBP policies to allow such flexibility, many are new to this work.This paper from Achieve draws on CBP programs in Colorado and Illinois to provide recommendations for states, covering issues such as assessments, accountability, educator engagement and capacity building, CTE integration and engagement of higher education. It is instructive for states that are initiating CBP policies for the first time or those that are tackling implementation.
