This case study documents a pilot initiative in Kentucky, led by Advance CTE, to explore how Youth Participatory Action Research (YPAR) can support learner-led improvement of Career Technical Education (CTE) programs and policies. Conducted in partnership with the Kentucky Department of Education, the Kentucky Student Voice Team, and Fayette County Public Schools, the pilot engaged high school learners as researchers to study their CTE environments and generate findings that inform program and policy decisions.
This resource offers key findings, lessons learned, and recommendations for state and local leaders interested in learner-led policy development to build more responsive, learner-centered CTE systems.
