This report from the National Skills Coalition is a follow up to a 2014 playbook for implementing the Workforce Innovation and Opportunity Act (WIOA), titled Realizing Innovation and Opportunity in WIOA. This follow up provides examples of how new plans address the recommendations included in the 2014 playbook from a selected sample of 14 states. It is designed to help states strategize and write their WIOA plans.

The playbook includes recommendations related to the planning process, sector partnerships, career pathways, cross-program data and measurement, job-driven investments and youth. More importantly, the playbook offers strategies for states to develop and align career pathways—a requirement under WIOA.
