In this report, the National Skills Coalition (NSC) explores the racial and ethnic disparities in educational attainment and access; systemic barriers to equitable workforce training and quality employment; and why advancing equity is an economic and moral imperative. Thre report features several recommendations that apply to the Career Technical Education (CTE) and workforce development communities:
- Adopting racial equity goals and developing plans and systems to support them
- Investing in infrastructure, technical assistance, and guidance to support local practices that advance racial equity
- Advancing racial equity through postsecondary training policies, including career pathways and stackable credentials of value, job-driven and need-based financial aid, and tuition equity for immigrants
- Removing barriers to correctional education and training connected to re-entry
- Using sector partnerships to advance racial equity
- Employing apprenticeships and pre-apprenticeship programs to advance racial equity
- Implementing upskilling policies for adults with foundational skills gaps
- Investing in support services for education and training participants
- Removing work requirements and education and training restrictions in public assistance programs
