Understanding Competency-Based Education, Credit for Prior Learning, and Other Flexible Learning Approaches in California

This resource from the California Edge Coalition provides recommendations for flexible learning approaches that allow adult learners who are interested in postsecondary education the opportunity to participate in postsecondary learning, achieve marketable skills and credentials, and obtain family sustaining careers. Examples of flexible learning approaches include credit for prior learning, competency-based education, and a hybrid-flexible (HyFlex) learning model that combines traditional face-to-face instruction with online learning.

Through interviews with California postsecondary education practitioners and staff and leaders in business/industry, workforce development, and community based organizations, this report suggests essential practices for high-quality, equitable flexible learning approaches along with policy recommendations.
