From Tails to Heads: Building Momentum for Postsecondary Success

This report from the Education Strategy Group (ESG) and the Level Up Coalition targets persistent racial and socioeconomic gaps in equitable access to postsecondary institutions. The report offers a framework for “Momentum Metrics” based on the most predictive indicators of postsecondary preparation, retention and success. State, district and local school leaders can use these Momentum Metrics to measure the success of schools and target resources and supports to students. The Momentum Metrics identified by ESG and the Level Up Coalition are:

  1. Preparation: 9th grade GPA, potential for advanced coursework, and high-quality Career Technical Education (CTE) pathway participation
  2. Applying: Submitting college applications, FAFSA completion, and “matching” with an institution where they are most likely to be successful
  3. Enrolling: Seamless enrollment directly after high school and gateway couse completion
