The COVID-19 pandemic introduced uncertainty into the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) performance accountability system. Under the “unanticipated circumstances” provision of Perkins V, the Office of Career, Technical and Adult Education is allowing states to adjust their state determined performance levels (SDPLs) in light of the ongoing crisis.
