Aligning Career Technical Education & Youth Apprenticeship: Expanding Education Options & Strengthening Workforce Connections

Career Technical Education (CTE) and youth apprenticeship are both pathways to postsecondary and career success, and promising strategies for workforce development. Despite overlapping goals and design elements, CTE and youth apprenticeships operate separately in many states and lack intentional alignment at both the state and local levels.

This Advance CTE resource, produced in partnership with the Partnership to Advance Youth Apprenticeship (PAYA) initiative, outlines four features of an ideal structure, provides state examples, and offers guidance for state leaders seeking to align CTE and youth apprenticeship programs. By strategically aligning the two systems, state and local leaders can limit duplication and create more opportunities for learners.
